2010 RULES AND REGULATIONS

BADGER STATE DIRT FLINGERS

The 2010 B.S.D.F rules are designed to provide for the orderly conduct of the motor sport of ATV, mini rod tractors, garden tractor pulling events and to reduce the risk of injury to both the participants and spectators during such events.

It is ultimately the obligations of each participant to ensure that his/her conduct and amended form time to time. No express or implied warranty of safety shall result from the publication or compliance with these rules. These are intended as a guide for the conduct of the sport and in no way a guarantee against injury or death to pullers, spectators, or others.

MEMBERSHIP INFORMATION

  1. Membership dues: $35.00.
  2. Memberships run from Jan. 1st through Dec. 31st, and, must be paid annually
    • BSDF full season membership includes:
      • All mailing, meeting, notices, and schedules
      • A BSDF annual rules book
      • Availability of liability insurance
      • Participation in BSDF Points and awards
  3. A one day membership will be available at a cost of $10.00/day for a driver and machine. One membership per person pulling. This is to cover the puller with insurance.
  4. A per class entry fee is required to compete at a BSDF pulling event. The entry fees collected per class determine the prize money amounts to distributed to the winners.
  5. Pullers participating in the points run will be eligible for prize money and awards, per weight class.
  6. Ties in points: the 1st place finishes will be added up and the vehicle with the most in that class will win. If still tied, 2nd place finishes will be tallied and so on. A pull-off for a tie will be allowed if both parties and the time permits. The decisions are final.
  7. The number of points awards offered will be based on the number of machines in that class.
    • 1st – 15 place points + 15 hook points = 30
    • 2nd – 14 place points + 15 hook points = 29
    • 3rd – 13 place points + 15 hook points = 28
    • 4th – 12 place points + 15 hook points = 27
    • 5th – 11 place points + 15 hook points = 26
    • 6th – 10 place points + 15 hook points = 25
    • 7th – 9 place points + 15 hook points = 24
    • 8th – 8 place points + 15 hook points = 23
    • 9th – 7 place points + 15 hook points = 22
    • 10th – 6 place points + 15 hook points = 21
    • 11th – 5 place points + 15 hook points = 20
    • 12th – 4 place points + 15 hook points = 19
    • 13th – 3 place points + 15 hook points = 18
    • 14th – 2 place points + 15 hook points = 17
    • 15th – 1 place point + 15 hook points = 16

    Members who do not help at 3 pulls per season will risk losing points at the end of the year. Two points per pull event to a maximum of 6 points will be deducted form points totals.

SUPER MOD

  1. Engine Limitations
  2. Light Class:
    • 4 cycle: Gas or alcohol is allowed
    • 2 cycle: Gas or alcohol is allowed
    • Maximum engine specification:
      • 850cc: 2 valve
      • 750cc: 4 valve
      • 580cc: 2 cycle
    • Multiple engines to match cc limit
  3. Heavy Class
    • One 4 cycle engine, 1500cc max. with the maximum of 6 cylinders.
    • Marine or automotive engines will be limited to 4 cycle, maximum 4 cylinders, 2 valves per cylinder. Gas or alcohol is allowed.
    • 2 cycle 1000cc engine max.
  4. Light and Heavy Classes
    • Maximum of 1 barrel of carburetion per cylinder.
    • Fuel injection allowed only if stock for that engine.
    • Light and Heavy Classes: Engines must be naturally aspirated.
    • Multiple engines to match cc limit
  5. Maximum Tire Size: 26x12x12, any rim width. Manufacture’s markings must be on the tire.
  6. Front wheels must tract rear wheels.
  7. All vehicles must have fenders. The fenders must extend horizontally, over the tire 4’ from the vertical of the inside of the tire, to keep the driver away from the tires.
  8. All vehicles must have a strong seat with 3’’ or more of backrest.
  9. Persons 12 or older may pull in the super mod class. Drivers must demonstrate their ability to safely operate the vehicle to a board member. Minors must have a parent or guardian’s written permission. Exception: Persons operating an ATV styled machine must be 18 or older.

    STOCK ALTERED

    1. Any puller in this class must be able to operate clutch and brakes on their own with no other help, driver may be assisted at start line (starting, and gear selection), Driver must be able to operate the tractor on their own with no other help. No one may assist driver after pull has started, driver must be able to stop tractor themselves.
    2. Helmets are mandatory. FIRE SUITS ARE REQUIRED!
    3. Max. tire size is 26x12x12
    4. All tractors must be equipped with all safety devices including wheelie bars or skid plates, kill switch, dead man throttle, fire extinguisher, and a head restraint is recommended.
    5. Billet steel or aluminum flywheel is required. NO RPM LIMIT.
    6. All flywheel and clutch assemblies must be covered 360 degrees with 1/8” steel or 1/4” aluminum, and be securely to the frame or engine. Diesel max, 1 turbo & shielding 365 degrees.
    7. All tractors must have a hood and grill. Some type of side shields recommended.
    8. Engines must be a garden tractor production engine.
    9. Engine blocks must have OEM stock appearance. No external welding or modifications.
    10. Engine cubic inch is 36.5.
    11. Cyl. Bore, Head and valve guides must in stock location, billet heads and piston popup allowed.
    12. Stock valve size, valve lift (.330 with cold engine)
    13. Mid-West after market block allowed (Recast), No woolenblock, no jones block, no J2 block.
    14. Carburetor must be stock appearing for engine manufacture and max air venturi diameter is 1.00inch. Air flow must be controlled by throttle shaft actuated butterfly in stock location. No air may enter intake after 1.200 inch restriction.
    15. Billet heads allowed and porting and polishing allowed.
    16. Stock head bolt pattern (stock head gasket must fit over studs or bolts)
    17. Welding is permitted in crankcase area of the block for repairs
    18. Fuel is gasoline or diesel. ALCOHOL ALLOWED!!!!
    19. Non- stock ignition systems and electronic fuel pumps allowed.
    20. Tractors must use stock frames, stock transmission housing, and frame must maintain stock length except for the front weight bracket or box and adjustable weight brackets are allowed. Internal parts may be modified.
    21. Max wheelbase is 56 inch.
    22. Max distance from center of rear axle to the furthest point forward is 80”.
    23. All tractors subject to a handicap or rule change, at officials discretion.
    24. All rules subject to change per event by event coordinators.

    UNLIMITED OUTLAW

    1. Open for anyone 12 years or older
    2. Any automotive, snowmobile, motorcycle, and turbines engines are allowed.
    3. Multiple engines machines are allowed.
    4. Maximum tire size 26x12x12. Pulling type tires are allowed.
    5. All machines must have roll bars. Bars must consist of two bars over the driver and two down the back behind the driver. All bars must be secured to the tractor’s frame. SFI specs are highly recommended. Minimum thickness of bars is .095 or 13 gauge mild steel. Bars must be checked and pass tech before allowed to pull
    6. All Drivers must have a min. 4 strap harness.
    7. Tractor has a maximum length of 10’ overall (including weights).

    MINI RODS

    1. Age limit- 16 years old (with parental consent) or older. Can pull at 14 but must be an active member along with parent for one year. After the year of membership, the nominee must be voted in by eligible to the pull at 14.
    2. No portion of any tractor may exceed 8 feet forward from the center of the rear axle to the front most point.
    3. All tractors must have wide front ends with two wheels, the front wheels must track within the rear wheels.
    4. All Mini Rod tractors must have roll bars. Bars must consist of two bars over the driver and two down the back behind the driver. All bars must be secured to the tractor’s frame. SFI specs are highly recommended. Minimum thickness of bars is .095 or 13 gauge mild steel. Bars must be checked and pass tech before allowed to pull.
    5. All exhaust pipes must project upwards.
    6. All tractors must have rear or pinion brakes that must be operated by foot brakes must be able to stop the machine.
    7. All tractors must have safety kill switches and neutral start switches. Kill switches must be mounted above the rear weight and 6 inches parallel to the drawbar. Neutral, and reverse required.
    8. All tractors will be required to have wheelie or skid pads. Bars must be able to support the entire weight of the machine. Pads should be 3 inches square and minimum of 6 inches back from the rear tires, and maximum of 6 inches off the ground.
    9. Engines will be required to have side plates that go along the length of the block and up to the head. 1/8” aluminum or 1/16” steel is the minimum requirements.
    10. Engines will be required to have the damper pulley shielded with 1/8” aluminum or 1/16” steel with a strap across the front that is no less than 1/8” thick and 1” wide. If using a blow-proof balancer, then there is no need for the strap around but one must still be used in the front.
    11. Engines running a manual transmission will be required to have a blow-proof bell housing
    12. Anyone running an automatic transmission will be required to use a safety blanket or a SFI approved shield.
    13. All opened chain and /or drive shafts will be shielded 180 degrees surrounding the top side. This must be at least 1/8” on thickness.
    14. All open fans must be shielded with metal shields 1/16” thick across the top and down both sides. If the fan is in the horizontal position, it must be covered so that no one could get their hand in the fan.
    15. Hand throttle or foot feed is required. If the hand throttle is used, it must push forward and when released, must return to idle on its own.
    16. Tractors must have seat with backs of substantial material at least 6” high.
      • Fenders and, safety harness are required. 1/3 of the tires must be covered, and the seating area must be enclosed to protect the driver.
      • Tires sizes: On dirt tracks any size or style tire maybe used.
    17. Tractor’s weights must not interfere with hook-up to the mechanical sled. Weight must be securely fastened.
    18. All engines must be naturally aspirated. This means absolutely no blowers or turbos. No nitrous oxide allowed.
    19. Engines size limited to 420 cubic inch.
    20. All mini-tractors that do not have required safety approved equipment will not hook to mechanical sled. All tractors will be safety approved before hooking to the sled.
    21. A one pull grace will be allowed if puller does not have fenders, roll cage. THIS RULE IS STRICTLY ENFORCED!

    STOCK 4X4 1100LB and 1200lb

    1. All ATVs will be allowed to put a solid strut in the rear end, but will still need to meet the 13 inch height. Front ends must remain stock.
    2. All weights will be open cc.
    3. Weights will be allowed in front of the stock bumper. Weights can be on top, no more than 12” from in front of stock bumper.
    4. PERSON IN SEAT AT ALL TIMES WHILE MACHINE IS RUNNING.

    SAFETY

    1. Drivers must be fully clothed and wear a DOT approved helmet when hooked to the eliminator. Stock classes long pants and long sleeves are recommended.
    2. Anyone competing with the BADGER STATE DIRT FLINGERS must wear a fire suit. 
    3. Anyone using any type of fuel other than gas must wear a full body fire suit with a minimum S.F. I. rating of 3-2A/1. Fire suit gloves and undergarments are recommended.
    4. Machine and driver tethers are recommended on all machines and required on all mod machines.
    5. No drivers or officials are allowed to consume alcohol or drugs on pull day until their competition or duties are completed for the day.
    6. Any official may stop and disqualify any puller guilty of unsafe driving.
    7. All decisions made by flagmen, eliminator operator, of rules official are final and non-appealable.
    8. Track officials are not liable for any accident, injury, or damage.
    9. Anyone with roll cage neck brace is mandatory.

    GENERAL RULES

    1. Once a class is started, there are no refunds for that class.
    2. One pull per machine per class.
    3. Pullers may enter a maximum of two classes per machine.
    4. Minimum of 2 tractors to compete in each class. Tractor has the option of 2 hooks per day, with each hook being in different weight classes.
    5. You will have 2 tries to get the skid started.
    6. If driver hooks to sled and cannot move skid, driver does have the option to have skid spotted for 2nd try. Driver will be allowed to spot the skid before 1st hook, after that skid cannot be spotted.
    7. Once driver is hooked to sled, you are on (NO REFUNDS)
    8. Drivers may stop and change weights once, if it is done before the 75 foot mark. Any stopping after the 75 foot mark, you will be measured at that point.
    9. No jerking of the chain.
    10. The weight includes driver, machine, and additional weights.
    11. Proper shielding in Super Mods and Outlaw classes will be up to the Tech. Inspectors.
    12. All vehicles must have shields around all belts, chains, pulleys and the drive shaft. Minimum of 1/8” steel or 1/4” aluminum. U-joints, front, top, and sides toward spectators shall be completely covered. (except Stock)
    13. All vehicles shall be equipped with a working pull out type switch, which is capable of immediately shutting down engines in case of accidental separation from the sled during the course of competition. This kill switch shall be located at the rear of the vehicle in a position that will allow easy attachment and detachment. The switch must be above the hook point or near enough to the centerline of the vehicle so that running will not cause the switch to pull out (suggested to be within 6” of either side of center). The kill switch must also shut off the fuel pump.
    14. All vehicles must have an adequate device to prevent it from turning over. It must consist of two separate sections, each equipped with either skid plates or wheels, or connected with a full width roller. Skid plates are to be at least 3” square at the ground contract point. Wheels shall be at least 1” wide and 4” in diameter. Wheels or skid plates are to be no more than 5” above the ground and must be back 5” from the tires. One shall be on each side of the tractors with the combination of the two strong enough to support the weight of the tractor when a jack is placed under them to raise the tractor. Full width roller must be a minimum of 1.5” diameter. Anti-tip over device may be spring loaded but must stop at 5.0” Bumper bars are required, recommended height is 12 inches from wheelie skids up.
    15. Vehicles must be equipped with working rear brakes.
    16. Dead man throttles are required, either foot, or hand free. Hand throttles must push forward to increase RPM’s
    17. No pressurized fuel tanks of any kind.
    18. All vehicles must have a fire extinguisher.
    19. All vehicles must have a minimum of 3” back rest height.
    20. Strapped helmets are required and eye protection is recommended.
    21. All pullers must wear closed toe shoes, and 2 or 1 piece fire suit. 
    22. All vehicles require wide front ends. Front wheels must track within any portion of the rear wheels.
    23. No turbo’s (except for diesels) no blowers, and no superchargers allowed. All vehicles must be naturally aspirated. Except Unlimited Outlaw class.
    24. No nitrous oxide injections. Fuel injections is allowed.
    25. Drawbar:
      • All drawbars will be 13” maximum height, unless otherwise specified per class.
      • Minimum of 6” from hook point to center of rear tire, cross-section area to be a minimum of 3/8”, maximum of 3/4”.
      • Must be fixed in all directions.
      • All hitches must be clevis type opening of 2” to accept the hook from the mechanical sled freely, no binding.
      • Stock ATV must have a 5/8” minimum hole for clevis.
      • In case of rain, 50% class or more is run, results are final & no refunds
    26. Tires: No studs, chains, wires, duals,or recaps are permitted. Vehicles are limited to 26x12x12 (Factory marking only, unless otherwise specified perclass).
    27. Weights must not interfere with hook-up, chain, or drawbar at anytime.
    28. Total weight of classes includes the weight of the driver and the vehicle.
    29. Unlimited Outlaw fenders must cover 1/3rd width of the tire and extend down to the level of the footrest.
    30. All hitches will be checked by somebody while driver is sitting in the driver's seat.

    TRACK RULES

    1. First puller may drop back to last pulling, if having mechanical problems a puller may drop to last.
    2. Pullers have 2 minutes after the sled is in place and track is ready to start their pull. Puller may drop to last place if they have machine problems.
    3. Shifting of gears on automatic, or gear type is allowed as long as forward motion of machine doesn’t stop.
    4. Weight may be changed after 1st attempt, if stopped before 75’ mark.
    5. Weight must be safely secured to the machine, loss of weights or anything during a pull will result in a disqualification..
    6. Machine touching out of bounce lines before full pull mark will be disqualified, unless sled bumps the machine out when trying to stop.
    7. Driver must remain in seat at all times with one hand on steering wheel or both hands on handlebars at all times. ABSOLUTELY NO STANDING
    8. Point of measurement is where the machine stops
    9. A pull may be stopped for excessive loss of liquid when in motion. Puller will be measured at that point.
    10. Two attempts up to 75’ are allowed to start the sled. Anyone that hooks onto the sled and makes an attempt will have made an official hook, no refunds.
    11. In a pull off 1 hook only per machine.
    12. Sled operator will have the option to stop a machine he feels is out of control, and order a re-pull, the 2nd hook will be measured. This pertains to the first puller in each class
    13. Judges have the right to weight a machine after a pull.
    14. Judges have the right to disqualify any driver for drinking alcohol during the pulling event.
    15. No hot roding around the track or pit area. Zero tolerance, you will be asked to load up.
    16. The full pull line will be determined, but floating finish will be used on large classes, and all pulls will be measured.
    17. Helmets are required and must be fastened for all pullers, fire jackets and pants are REQUIRED. 
    18. Judgment call by track officials are not subject to appeal.
    19. The track judge may stop any pull attempt considered unsafe. The pull will be measured at that point. Driver will be disqualified if they don’t attempt to stop when they are flagged.
    20. Ignoring the red flag at any time may be cause of a disqualification from the class, including the first puller.
